FRAMEWORK FOR INDEXED-LINKED HADU KIFAYAT LILMAWAA (HADDUL KIFAYAH FOR SHELTER)

Abstract

Zakat authorities use haddul kifayah as a tool to assess the eligibility of asnaf fakir and asnaf miskin to receive zakat assistance. Several components make up the haddul kifayah and one of them is the provision of shelter (mawaa – ماؤى). However, there is no clear definition of the type of shelter, its adequacy, and other requisites nor the currency of the provisions allowed therein. Consequently, research applying the technique of triangulation i.e. a combination of desk research, questionnaire survey and focus group discussions was carried out. The objectives of the research were i) to ascertain the presence of the component of shelter under the haddul kifayah, ii) to determine the types of shelter and related expenses for satisfactory upkeeping of the premises, iii) to construct an appropriate index to address issues on the currency of the provisions, and iv) to develop, test and validate a framework for an indexed-linked hadu kifayat lilmawaa - حد كفاية للمأوى (haddul kifayah for the component of shelter). The findings from the research confirmed that shelter (mawaa – ماؤى) is one of six components of the haddul kifayah.  In addition, the types of shelter appropriate for asnaf fakir and asnaf miskin, the key requisites and expenses for satisfactory upkeeping of the premises have been determined. Furthermore, the appropriate indices to enable an inflation-proof and geographically sensitive index have been identified. Therefore, a framework for an indexed-linked hadu kifayah lilmawaa - حد كفاية للمأوى has been developed and subsequently, tested and validated. The research and its findings are innovative and significant in terms of its approach in ensuring the asnaf fakir and asnaf miskin receive the appropriate and adequate zakat assistance for shelter, and that the quantum they received, being indexed-linked, means that the asnafs would not be out of pocket due to price fluctuations in the local and national economies.
