OPERATIONAL STRATEGIC MANAGEMENT SYSTEM FRAMEWORK FOR RATING SCALE MEASUREMENT IN SHARIAH COMPLIANT HOTEL IN MALAYSIA.

Abstract

Shariah-compliant hotels are a new innovative approach in the hotel industry. This inventive development can be found in countries where Muslim residents are the majority population such as Malaysia. This study aims to develop an Operational Strategic Management System (OSMS) for Shariah-compliant hotel organization in Malaysia for its competitive advantages. This study is based on the research carried out in Malaysia’s hotels which implemented the concept of Shariah-compliant in their organization by using exploratory study. Using a SWOT analysis approach, data such as account and finance, customer, internal business process and learning and growth area have been identified. Furthermore, data of internal and external environment for strategic information of Shariah-compliant hotels were obtained and investigated to determine factors that will influence organizational success. The assessment of SWOT four main areas showed the criteria and relationships of all areas. Strategic objectives have been determined based on the internal and external environment according to SWOT four main areas. Consequently, it was used to correlate the organization's long-term strategies towards short-term strategies which refer to operational strategic management. Furthermore, the Key Performance Indicator (KPI) was established. Based on the findings, the proposed framework was developed and named as Operational Strategic Management System for Shariah-compliant hotel industry.   In the future, it is hoped that this framework will be used by the hotel industry to measure Shariah-compliant rating scale in order to fulfill the rating requirements of Shariah-compliant hotels. In addition, a fuzzy computerized system will develop to support the framework as an application device to categorize the hotel based on two main categories such as Muslim friendly or Shariah-compliant with a rating scale.  The innovation of this study is it proposes a framework and application system that gives a rating scale for measurement level of Shariah-compliant hotels.
